Here is the promised tutorial how to make a nice looking rain effect.

1. Open the image where you want to add the rain effect
I used this one:

3. Fill it with black
4. Filter>Noise>Add Noise...
Amount: 100%
Distribution: Uniform
Monochromatic: Checked
[You must be registered and logged in to see this image.]5. Filter>Blur>Motion Blur
You can mess around with these settings, I used
Angle: -63
Distance: 15
[You must be registered and logged in to see this image.]6. Now change the Blendmode, I changed it to Soft Light but i think it depends on your background color :unsure:
[You must be registered and logged in to see this image.]7. Repeat step 2 until 6 a few times. So that you have five different rain layers. Hide all those layers.
8. File>Jump To>Adobe Imageready (Ctrl+Shift+M)
9. Make 5 new frames, and use on every frame another rain-layer.
[You must be registered and logged in to see this image.]10. Set "Frame Delay Time" to the speed you like, I used 0,1 sec.
11. No, we've to save it. Go to File>Save Optimized and I think GIF is selected beneath the filename. Save it, and you're ready
